Who is responsible for stolen/made off with merchandise in Retail?

I work at Home Depot as a lot attendant of all things...., and the cash register ladies are all up on my a$$ about how I need to check receipts before I load up customers items because some people were leaving with non-paid merchandise. I just don't see how it's my responsibility....Aren't they the ones who do the transactions? What is theft and Loss prevention for? WHo is responsible for this loss?

Because some people can walk out the door with merchandise without checking out. Loss prevention is every employee's job, the LPOs, the cashiers, the stockers, the attendants., the managers.
