Is it true the United States government, has canceled all plans to do any major space programs?

So I was reading about how because of the recession, and that even after the recession, the United States government is going to heavily limit the amount of money it gives to NASA and that plans to go to the moon and Mars have all been canceled. I also head that research for the next manned space vehicle was canceled, so after the Space shuttle ends, which should be this year, that there won't be any more manned rockets. The only solution offered by our government was that a private company that decides to invest in this. Do you think private companies could ever do this job? Will private companies go to the moon and Mars? Or will China or Russia just end up going to Mars first? What do you think? Is it really not worth going to the moon and Mars anyway?

The President has basically killed any hopes of going back to the Moon in 2020. After the last three shuttle launches the US will not have the capability of sending a human being into space.
