If he wants to work as an electrical engineer I would recommend applying to some or all of the major engineering construction companies, such as Fluor Corp,, Foster Wheeler Corp, Jacobs Engineering, Chicago Bridge and Iron, URS Corp., Layne Christensen, Mcdermott International, Granite Construction, etc. Or some of the aerospace defense companies such as Lockheed Martin, Raytheon Corp., Boeing, General Dynamics, Honeywell International, Northrop Grumman, Goodrich Corp. etc.
Starting salaries depend a lot on where the company is located. If you are working on the East or West coasts the starting salaries are higher because the cost of living is higher.
Oh, and he doesn't need to be registered (see previous answer) to work as an engineer in the U.S. unless he is going to bbe working on his own, and that is not even allowed by law until he has at least 4 years of experience working with other engineers.
