Is forging a signature to decline someone health insurance a big issue?

My husband found out today at a meeting that the Secretary of his job (he's a security guard) forged his signature on this health insurance document to decline health insurance. We also found out she did the same to another employee. Basically, what I'm asking is, What can be done? His boss & higher up assured him that something is going to be done about this, but we would like to know if he's got a personal case against her. Thank you

Yes it is a big deal but the company is handling it. If you had financial injury from this act then the company should make restitution. She isn't going to jail for it and as I mentioned it sound like the employer is going to handle any financial injury.
