Is the concept of big government positive or negative?

Putting all ideals and partisan mentality aside. What do you think about the concept of big government? Big government seems like a double edged sword like any other idea but as society progresses forward into the future it appears big government is here to stay. There seems to be both positive and negative aspects to having big government. I want to know what you think? Is it a bad idea, good, okay, and for what reasons? Please keep your answers about the concept of big government and not the ideals of one party or the other. Take an academic scientific approach to the issue. Thank you for your time and answers.
