What is/are the most expendable divisions of government?

Ok rule #1... the only rule... please don't say "Obama" and complain about how much you hate him. I don't like him either and The President is not a part of government our country could function without, so it wouldn't even be answering the question if you were to say that. Taxes are too high and whenever pennies are pinched firefighters, teachers, and police officers lose their jobs, which only makes society less safe and less effective. So what parts of government could be made much smaller or gotten rid of altogether? How could we run the nation, states, and cities/towns less expensively?

I would say the executive branch. We can do without a President easier than without the Supreme Court or Legislatures. We only need a military and an IRS to collect money to run the military. Everything else can and should be privatized, subject to a bid/procurement process and contract should last no more than 7 years.
