What is the best courses/programs to study to pursue a career in the business side of fashion?
I want to work in the clothing industry, but I believe I am not creative enough to just work in any other job in fashion. What is the best business jobs in fashion? Retail buying perhaps?

Don't waste your time and money in anything to do with fashion. The industry is full of low-pay, dead-end, high-pressure jobs that lead nowhere. Put away your Barbie dolls and find something adult to study.
