How do you become an executive assistant?

I have a bachelor's degree but I've worked in retail as a manager. I am trying to secure and admin position but it's not working. I even changed my resume to functional format. Do think that might work? I have adminstrative experience, just not the title.

Besides the functional resume you need to prepare a good cover letter to send with your resume highlighting many of the major the skills they are seeking for the position and where you used them.
