Would this be Medicaid fraud?? Lab tests?

My husband lost his job after 10 years and I applied for Medicaid for the family. I'm grateful it is there, but not happy about using it. In June I was admitted to the hospital with meningitis. I rec'd a card in the mail that said I was required by Medicaid to get a checkup through my PCP every year. Later that month I went to my assigned PCP and got a pap smear. I've had pap smears many times. About 20 to be exact. I just rec'd a bill from the lab for the pap smear AND every STD you can think of. I have no need to be tested, as I've been married for 13 years. I was never asked if I wanted to be tested, nor notified that they were planning on testing me. I would have declined. Every other pap test I've ever had NEVER came with tests for multiple STD's . I vaguely remember having to sign papers 11 years ago when I was pregnant so they could verify with tests that I was STD free. I also used to work at a health insurance company, and I know how to read a medical bill with all the coding. I was also charged $170 for a HPV- low risk test and $170 for a HPV -high risk test. The HPV virus is what would give an abnormal result to the pap smear, and it can cause cervical cancer. Of course the question looms, how can I be low risk and high risk at the same time? Am I not one or the other???? This sounds like fraud to me, what do you think???? I only see valid bills of $220, and with all the other tests it's over $600. I absolutely don't want the gov't to pay one cent ofmoney for tests over the minimum. Any guidance???
