Only the ACS is qualified to say whether she meets their requirements but if she has been awarded a Graduate Diploma and:
• has a major in ICT highly relevant to the nominated occupation and at least two (2) years of full time professional ICT work experience in a field closely related to the nominated occupation, completed in the seven (7) years before the date of application for Skills Assessment, she probably meets the requirements for ACS Group A assessment.
OR
• has a major in ICT not relevant to the nominated occupation and at least four (4) years of full time professional ICT work experience in a field closely related to the nominated occupation, she also probably meets the requirements for Group A assessment.
If she wishes to apply for General Skilled Migration, her nominated occupation must be on the new Skilled Occupations LIst (SOL) under an ANZSCO occupation code:

She must also of course pass the points test and meet IELTS and all other requirements.
