Can I ask to refund the apprisal fee?

I have told the PNC bank home mortgage officer to do a market analysis of the home price before processing the mortgage refinance. Now the appraisal declined and I have no equity on my home. Is it possible to get refund?

I doubt it. The only way you know you have no equity is that someone did an appraisal. So you got value out of it. You have nothing to lose by asking, but don't be surprised if you're turned down.
