Is it legal for companies to lie on their job postings?

I applied for a job one time. The posting said it was an engineering job working in the lab. When I got the interview, the guy said it was a customer service job where I would be stuck on the phone all day. I totally ran away from it. Another job I quit from was basically an IT Help Desk job. Now they are posting the job where you do system administration tasks and once in a while, you would support internal customer/employees...when actually, the job is to only support internal employees by being on the phones all day with rarely any System Administration tasks. Can they lie like that?

Employers can legally change the scope and responsibilities of a position at any time - before hiring and even after.

On some days, System Administration is exactly that. It's like how an entry level stockbroker would get a list of names and phone numbers to cold call till the cows come home.
