He just want Americans to buy products made in USA so that will increase the demand of product that are made in America and will give employment opportunity to fellow Americans. Note-This is what I think I seriously dont know what is MADE IS US policy i made this assumption from the question

Simply, the purchase of products that are made in the nation....these products would carry a "Made in USA" label, or something similar.
