How can I get any job working on-site on skyscraper construction in London?

I want to work building one of the couple sky skyscraper they are putting up now in London. But going to site and asking if they need any labor doesn't seem to get me anywhere. I don't want to go through an agency because I want to work on specific projects going up around here. Where should I start? Who should I talk to?
