If Manager selects picks favorite for the job- which scored the way lower- is this an ethical or legal issue?
Current Manager posted a job over current staff and hired a person with less experience & skills. He has been trying to push her along, but she received the lowest scores. There were several others who had higher scores and better qualifications. Now we have VP's having meetings behind closed doors, Some of whom were on the panel for hire, and know that she wasn't in the top %, Is it is a big issue that will be resolved, or mainly discussions for a cover-up.

Not a legal issue, and very likely not an ethical issue either. There are a lot of things that go into a hiring or a promotion decision, and you don't know what all those are. It's not just "scores", or even experience. And "skills" can be a hard thing to quantify... More

If you have a union this is an issue for them and their seniority rules. Otherwise it is an internal matter for HR and the VPs involved. Managers can promote whomever they want for any reason they want. If the manager's supervisors don't approve, that's their business.
