Have you looked at the salaries of corporate CEO's? They are rich, and yet make millions every year. Yeah, I know... they aren't being funded by taxpayers. But, if you think about it, they actually are.

Are you suggesting a progressive pay system for Congress? I don't think that idea will gain traction on either side of the aisle. The salaries are relatively modest for the poorer Congressmen. The rich ones however are not going to give up their salaries, pensions and health care.
