Yes, they are the leaders, the planners and the strategists. We'll have a bunch of soldiers go all over the place not knowing what's going on nor what to do. They are also the surgeons, doctors, nurses, pilots, etc.

Yes. Officers are "educated" men and women that are tasked with making sound decisions to ensure that all the men in their command comes home alive. There are some exceptions when it comes to making sound logical decisions (lol)
