How are the people in North Dakota? Which US state is friendly for foreign people?

I am considering North Dakota for studying in college. I am from another country but I have been living in California for 2 years. I want to know how is North Dakota. I have heard people are racist. Is it true? I am actually planning to leave California because it's very expensive to live here. Which state shall I go? I am an international student. I need a state which is affordable, good for foreign people and I can find a job too!!

The people in North Dakota are probably the friendliest that you'll find anywhere. There are so few of 'em up there that they have to get along. California is a lot more racist compared to North Dakota, and California really isn't much of a racist place.

Anywhere in the midwest. Minnesota, Wisconsin...probably North Dakota, though I've never been there. I live in the Pacific Northwest (Seattle, to be exact) and the people here are really friendly to foreigners too. Good luck!
