Who answers the phones when you ring 911?

When you ring the emergency number (911 in the USA etc) you speak to an operator. Are the operators police officer, ambulance officers and firefighters? Or are they just 'ordinary' people? Thanks.

Where we live in FL, my wife is a 911 Communications Officer. She went through nearly a year of school and OJT to become nationally certified to answer 911 calls and dispatch fire and ems units at a county-wide center. they are ordinary people who call the police officers and ambulances and firemen. they are there to calm you down until the help arrives.

9-1-1 operators are just 9-1-1 operators. Some of them have experience in other fields, but their job is to be an operator.
