What are the coolest officer jobs in the Navy that have to do with intelligence?

I want to be in the Navy as an officer and then possibly work for the CIA or the FBI. What would be the best jobs for that career route? Also what jobs in the Navy don't involve being on board a ship? Is a P-3 pilot the only job that isn't on a ship?

pick cryptology; communications security. i got my clearances in the navy at ft meade, md where nsa is and i had them to enter cia, fbi, pentagon buildings. however; you still have a chance to be on a ship, but chances are low. 4 years of my duty i never was on a ship.
