Does this look like an employment scam?

I have been looking for a new job for months, and 98% of what I have encountered is just scam after scam after scam -- but, these usually follow the same formula so I can pick them out right away. I received a call in response to a CL ad I made from a Sales Director/Manager from a company called Credit Card Direct. Essentially, it looks like they do B2B sales where salespeople go and root out prospective businesses and then try to sell them things like merchant services. I would work as a 1099 Independent Contractor in Arizona. Now, as of yet, I have not found a single 1099 job that was NOT a total rip-off. And even if it wasn't a scam, is smells like Primerica, and I don't want to get into anything where I'd be paying up-front for the privilege of (mostly unsuccessfully) hawking wares that I would not see a turn-around for. Does anyone have any information on this company (which appears to be based in Scottsdale, AZ) or what being a 1099 contractor really means? What sort of things should I look out for and ask about? I have only ever worked wage jobs, never a commission job.
