How does one get management experience?

I have a degree in Business Administration, and would like to be a manager or supervisor somewhere. Unfortunately, nobody wants to start me out in those positions, because I don't have experience, and in one of my previous jobs which was retail, whenever I would put in for those positions or ask for a promotion, both my district manager and store managers would laugh. So I guess my question is, what is a person supposed to do if he doesn't have experience and WANTS to have experience?
