I need a job!!!!(3year gap)?

I had been working at georgetown university hospital and i loved my job but took time off in 2007 to start a family and since then, i have had two children and i am more than ready to get back to work BUT i never get any callbacks and i have put in for numerous jobs.I am thinking it's maybe b/c i haven't worked in all this time and the last job seen is for 2007, but i do address in my cover letter that i had took time off to raise a family so i don't understand why it is SO hard for me to find a job. I don't want to lie on my resume but what else can i do?or am i doing something wrong?
