Should I mention that I will be relocating on my cover letter?
I live a couple hours from a big city. Since I'm applying for part-time/office-admin jobs, I wonder if I'm being ignored by employers who would rather just hire someone who lives in the city. So should I mention that I will be moving?

Yes you need to clarify that you will be moving to the area where the job is or you won't get very much consideration.
