On the CANADIAN railway, what did levelling gangs/crews do?

I am doing some research, but I can't seem to find any info on the Levelling gangs/crews that worked on the Canadian Pacific Railway.Like what jobs did they have? But can I have it in a small sentence, not too big or anything. Thank you in advance.
