Why did Obama campaign on job creation and then do the opposite of that?

Of course we can blame republicans too, but if one recalls the 08 elections Obama campaigned on job creation and liberals only mention the republicans doing that

"Change we can believe in." --Yup. Sure got that right, Mr. President. Two years later, that's all the Americans have left in their pockets. In fact, I'm not even sure all of us have change anymore.
