Should I always provide a cover letter for a job application?

I am applying for a private accountant job with a large toy store. I have attached my resume, but they also give me a chance to attach a cover letter, references, transcripts, etc. There is no way to attach my transcripts, but should I write a cover letter?

Hi there, Yes you should include a cover letter. Its a good way to sell yourself to this job your applying for. Summary your key points you can bring to this role and note them down. Providing a cover letter is a must. As a former interviewer, the cover letter is the first thing I would look at. If the cover letter was good, then I would move on to the resume.
