I want to work in Canada - Photographer, Designer and 3D Artist?

Hello friends, I am a Photographer, Graphic Designer and 3D Artist and I want to move to Canada for a job. Approximately I must have sent 100 mails to various job openings over the internet with my cv and online portfolio. I was not replied even a single time. My way of approaching could be wrong . Need your help. When I discussed with some of my friends and relatives, they advised me to apply for colleges, so that I could get in to the country and then grab a job. But I cant afford the tution fee which is way beyond my ability. I would like to request you to guide me on this. I am not expecting a highly paid job and luxurious life there. Just need a decent salary to survive. Basic needs and basic money to live. My intention is to work with people there and expose myself to international standards in a different set of atmosphere. I am a BSc Visual Communication graduate. I was working in VFX production for features and now in to freelancing. My area of interests are Photography, Designing and 3D Production. I can do all kinds of Photography (Portraits, Location Portraits, products, documentary, editorial, journalism, conceptual photography, commercial etc). Graphic Designing - All kinds of Publication designs. And I use my Photographs in those designs according to the client's needs. I also do 3D CGI - Autodesk 3Ds Max + VRay are my best friends. I combine all these tools (Photography, Graphic Design, 3D Special FX) to make a final product. More like an ad agency. Everything combined to give a final output, a single package for all kinds of needs in visual medium. I even do video production. I am waiting for a job at least on any one of the above mentioned areas. Trying hard to move out of my country to work in international standard. Bob in Yahoo Answers said "You may not get reply because you are not with papers to work legally in Canada". Fine.. And I accept that. Now... When I want to apply for papers to work legally in Canada and I went on Canadian Embassy website, I saw "You should have a arranged job offer in Canada to apply for work permit".. What is this now!!?? How my employer will give me a 'job offer' when I dont have work permit?? How can I apply for work permit without a 'arranged job offer'? Hope you understand my confusion.. please help.
