is the navy so full that they do not gaurantee jobs anymore?
my recruiter told me that the only way people can join the navy these days is an undesignated seaman. Everyone I have talked to said to make sure i get a guaranteed rating and it seems people on the internet are still getting them too. is my recruiter lieing to me because i only 62 on the asvab?

pretty much, yeah. fi you do not qualify for NUKE, EOD, SW and a Category 4 language, PACT seems to be the only way to enlist right now. 62 is right around fair to middling/average so you most likely do not qualify for anything they really need filled.
