What happened to the Republican's claim that cutting taxes on the rich will decrease unemployment?

They say cutting taxes on the rich will remove "uncertainty" and allow businesses to hire. Businesses are not hiring now. So, does that mean their plan does not work? Does it mean the Republicans were blowing hot air? Or does it mean they don't know what they were talking about?

It is a giant lie. Businesses make as much money as possible. Uncertainty or confidence has nothing to do with it. This isn't golf.
