Do you think companies are purposely not hiring?

The more business owners I speak to, the more I hear the most interesting things. When the recession started in 2007-8, companies let go a lot of employees because of cost cutting efforts, the workers that were left ending up doing things originally done by 2 or 3 people withiut raises in pay. Now these companies are reaping record profits; why on earth would the even hire new people. The other interesting note is that I have heard that the pool of qualified and educated workers is getting smaller, also happening with less people applying for "ftrontline" work, tradesmen, laborers, or any job where a person possibly may have to get their hands dirty. Gas prices (although lower than most other countries in the world) are a major factor, both on the employer's and the employee side.
