If the vice president of the place you work for during the summer speaks to you and mentions?
there will be future job openings available and that they're looking for people with quailifications a & b and that you might be interested in looking into the positions and can learn things about the field. Is it weird to say nothing (because you didn't want to be too forward or wasn't sure they were serious)and then email them later that day after thinking about it?

He's serious. Ask about the positions at Human Resources, mentioning that Vice President So-and-so told you to apply. Email him again after applying and tell him that you took his advice and applied and wanted to thank him again for thinking of you and your future in the field... More

It seems like he was pretty specific in what he was saying 2 u i can't c someone making a statement like that and it not being true...that would b weird.
