why do jobs in America like a school district want people that are bilingual?

Since this is America not Mexico why are people wanted to speak spanish. This lady I know didn't get a job because they wanted someone that was bilingual. This is discrimination. But why do the government allow it in jobs like this?

More than likely Academic Institutions request multilingual employees because there is an ever increasing number of foreign language speaking people entering public schools.
