How is it possible that virtually every restaurant in California employs illegals in the kitchen?

I've worked in the restaurant business before and also know from friends who work there. Virtually everyone working there in the kitchen is illegal and not paid much money. It's the most obvious thing in the world. So why do they let those businesses get away with it? Another thing I don't understand is when illegals stand around the Home Depot and people scoop them up to work for them. How can a country claim they're against illegal immigration if they allow it to happen and employers take so much advantage of it?

When someone stands out at Home Depot why does that mean they are undocumented? It means that they don't have a regular job and they need money = some are citizens, some are legal aliens, and some are undocumented.
