How to get a part time job with no experience?

I'm planning on getting a part time job during as I go to school in the fall. The problem is that I don't have work experience or a reference. Don't I need to make a resume to apply for a job? How should/could I make one? And do you know any jobs that require little to no work experience? Oh yeah, and I'm 18 if that matters to anyone...
