Do you know why these construction workers are doing this?

Hi, I came back from a two week vacation and found a wire fence going parallel to the street and wood panels on the pavement. The fence seems to be for protecting the trees on the street. Can anyone tell me what are these construction workers going to do with my building? I've never seen this before. By the way, I ran into a few of them and am fed-up with them flirting with me (they come on very strong), how soon will they leave? Hopefully, someone can answer this if they have any experience with this before. Thanks to everyone who reads and answers question.

Some areas require protection to trees. The plywood might be a temporary means to cover a hole or dip in the pavement. Contrary to other comments not all construction workers harass women. I'm a union electrician and my company prohibits us from this kind if behavior. There is even a "3 second rule" enforced on certain... More
