Do you know why these construction workers are doing this?

Hi, I came back from a two week vacation and found a wire fence going parallel to the street and wood panels on the pavement. The fence seems to be for protecting the trees on the street. Can anyone tell me what are these construction workers going to do with my building? I've never seen this before. By the way, I ran into a few of them and am fed-up with them flirting with me (they come on very strong), how soon will they leave? Hopefully, someone can answer this if they have any experience with this before. Thanks to everyone who reads and answers question.

I apologize for my construction working brothers. It is no longer an acceptable behavior, and they should be aware of this. The fence is to protect the public and the plywood sheets are to protect the sidewalk...can't help you with the flirting problem. Construction workers are construction workers and have a history of vocally admiring women. I suspect you will have to live with it or avoid them.

Some areas require protection to trees. The plywood might be a temporary means to cover a hole or dip in the pavement. Contrary to other comments not all construction workers harass women.
