Do bankstaff have the right to refuse shifts?

My daughter is employed by a care home as "bank staff" however her contract states that she is guaranteed a minimum number of hours "as stated in attachment A" She has never received attachment A. She never knows from one week to the next which hours or how many hours she will be working and as she now has a mortgage so she is finding this hard to cope with. She has asked them about having set shifts so she can get another job to have a guaranteed income but they have told her she must be available to cover shifts as and when they require. Also her family is abroad and she wants to visit them at Christmas but has been told nobody is allowed leave at Christmas. If this is the case and as she is employed to cover staff holidays/abscence chances are she will not be given any working hours as there will be a full compliment of staff. Can the nursing home do this and does she have any rights? Any help or advice would be much appreciated thank you

thanks to the right wing, the work place has returned to draconian times, you need to see your daughters employment contract to determine who is in the right. we all have the right to refuse if the request is unreasonable, but her employer/manager will most likely abuse their power and punish her at a later date

The key is getting "attachment A." The only recourse is holding them to the minimum number of hours agreed upon. The only other thing to do is get a different job.
