are Shovel ready jobs basically just making people work for their welfare?

These government ready jobs dont seem to have any significance to America's real problem of deficits and overspending along with tighter government control. Are these billions of dollars that go towards people that dont have real jobs more like Making the jobless people work for their unemployment benefits?

hey when the government expands and airport or expands an port facility or builds a bridge or freeway, the companies actually doing the work are private sector corporations who hire workers to do the work. That is how shovel ready projects improve the economy and leave upgraded infrastructure in place... More
