Why does government refuse to help small banks but only helps large banks?

Small banks keep getting shuttered every week. Probably 85 to 90 small banks shuttered this year alone. None of them got any bailout or help from government. It seems government wants only large banks to exist. Why would it not want small banks to exist? Small banks have always provided better service, better loan rates, and no hidden charges or bank fees. The large banks are totally opposite.

If a large bank closes it will have a greater impact on the overall stability of the economy than a small bank.
