When environmentalist force industry, mainly manufacturing, out of our country, do they think they have won?

The US has some of the toughest environmental restrictions in the world, especially for the size of the country. So when environmentalists push industry out of our country by tying them up in the legal system for years on end until they have had enough, do they think they have done the environment a favor? Of course these industries will go to where they are welcome, and often to a country with very lax environmental restrictions. How are they helping the environment when they could have prevented even more pollutants from entering the air and water had the industry remained in the USA? It's "global" warming, right?

Yes because they all *know* that jobs are going overseas because the 1% want cheap labor. Then the greenhouse gasses are much worse because 3rd world countries have no restrictions. I guess its one of those fuzzy math ideas
