What does long term on the job training mean?

I have this book its helping me choose a career and some careers im interested in say it requires long term or short term on the job training? Well others say associates, bachelors or masters? So what would i do if i wanted to become something that requires "long term on the job training" like a electrician for instance? Would that be an academy? Or would that be like working with a company?
