Why did Obama and the democrats lie about shovel ready jobs?

Obama and the Dem's said the stimulus had shovel ready jobs. But then Obama said there was no such thing as shovel ready. Did he lie or is he just to stupid to know better?

Much of the stimulus went to save the jobs of teachers, firemen, and police which was successful. As for the shovel ready jobs, it was up to the states to come up with shovel ready projects, mostly infrastructure related.
