how do I start a business with no start up capital, and somewhat bad credit?

I want to open a poolhall that gives kids in school a place to go after school and adults a place to go after work and hang out with friends have a few drinks play some pool and have a bite to eat. I want to open this place also to give some people jobs in the town I live, witch I believe would help my community. It's almost like I want to open a community center but not a community center, what I am hoping to accomplish is a place where kids and adults can go and just have a good time with friends and or family. The only problem I have is that I don't know how to go about starting or where to start to look for help or funding to start my business
