With an Executive Job Search, is it better to work through an employer pays or employee pays recruiter?

I am looking for an executive position and have been presented with an opportunity to pay a job service which will match me with prospective employers. The cost to me will be approx. 1-months salary...50% up front and 50% at success. Is this the way things work today? How do prospective employers view it?

"better" is relative. However, companies that are serious in recruiting the best candidates are willing to pay recruitment agents,, and not expect the candidates to foot the bill. Paying to get a job or even the possibility of a job is a risky venture, and is usually not the recommended route for job seekers.
