What should I tell a prospective recruiter/employer my salary expectations are?

I have 4 years of experience in the military as an IT Administrator. There was a lot of office administrative work involved, and it translates to the HR field which I am trying to go into. My peak salary in the military was $35,000 per year. Should I go higher or lower? I live in Canada in a city with a good economy (Calgary) and am seeking an HR Assistant type job.
