Can I open a new bank account if I owe money to another bank?

I owe PNC and Wachovia over $200 each because over drafted both my accounts and Then lost my job so I couldn't pay them back. I just got a new job and even though I intend on paying them both back, I was wondering can I still open another account, or will they decline me? I want to open with capitol one bank.

If they report to checksystems- and I can gaurantee that they do, no other financial institution that uses that service will open an account for you until you pay the others off. yes you can but if you dont pay your debt they can send it to collections

How long ago did you stiff PNC and/or Wachovia? To be frank, you are most likely in CHEX as a deadbeat. If so, most major banks will not let you open an account. In the mean time you may want to check that Wal-mart will cash the paycheck.
