How do you become a Digital Conversion Specialist?

I just saw a Digital Conversion Specialist job posting with the Library of Congress, and I am wondering if there is anyone out there currently working in this job or in a similar role. If I were interested in obtaining a job like this, where would I start training and gathering such job skills? I am very interested in learning more about this career. Are there college programs that focus on training individuals for this type of career? Thanks for any advice.
