USA spends billions on HIV meds for africans?

Ok just read an article where it says that the US spends billions funding hiv drugs for people in africa. Not too sure of statistics but supposedly about 80% of people that would have died are now alive thanks to these meds. Anyways do you guys think that it should be our responsibility to provide this foreign policy service? Couldn't these billions be used instead to help education or create jobs here? How would people dying in this 3rd world country affect us? Could you even say that this is nature's way of getting rid of those not fit to survive? Sounds very harsh but I think that with our nation on the bridge of financial collapse should be taking care of its own people and not supporting those that only Lord knows how they caught this terrible disease?!
