How do I appeal an employment decision regarding whether or not I get interviewed for a job?

I started and earned graduate-level credits as an admitted graduate student and the job I applied for only required a high school diploma and preferred a BA. Do I contact the EEO coordinator or the HR director?

If you are in the US, then there really is no appeal you can make. Companies are basically free to interview whoever they want, as long as they don't discriminate illegally. You have no legal leg to stand on in this. If they only require a high school diploma and you're a graduate student they know you won't be staying there long. Why should they hire someone who will be dissatisfied with their work and their salary in a very short time. That makes no business sense at all.
