Is my CPU bottlenecking my GPU?

Hello... I think my CPU bottlenecking your GPU because, when I play games with my geforce GTX 560 TI I get around 20 to 25 fps really sucks. When I had my old crappy gtx 220 I got around 20 FPS. So a card that's a lot better only gives me 5 more fps? Here are my specs. Operating System MS Windows 7 Ultimate 64-bit SP1 CPU Intel Core 2 Quad Q8300 @ 2.50GHz Yorkfield 45nm Technology RAM 8.00 GB Dual-Channel DDR2 @ 399MHz (6-6-6-18) Motherboard ASUSTeK Computer INC. CG5270 (LGA775) Graphics VG2230wm (1680x1050@59Hz) 1024MB GeForce GTX 560 Ti (nVidia) Hard Drives 733GB Seagate ST3750528AS ATA Device (SATA) If I need a better CPU can you link me to it on newegg the best one but cheap and still do the job well you know what I mean. Also I will need a new motherboard I will need a link to a new motherboard if that's the case. Just another thing I have a 520 watt power supply. DON'T GIVE ME !@#$ ANSWERS LIKE " get better CPU" WOW THAT CPU SUCKS or some !@#$ like that. Just send me a few links of a CPU I should get and a motherboard.

Yep a upgrade is need it a asus p8z68-v pro and a i5-2500k at tiger direct good prices and faster shipping, kind of hard finding a socket lga 775 online and some of the major pc parts place and it gets expensive going to other websites looking for a upgrade.
